Act of Censure passed against Chief Carl Horn
10/25/2011
The Mohawk Council of Kahnawà:ke wishes to inform the community that the disciplinary measures process regarding the complaint against Chief Carl Horn has been completed.
The investigator appointed in the process, attorney Lisa Hollinger, presented her final report with recommendations at a duly convened meeting of Chief & Council on Monday, 17 Kenténha/October 2011.
The investigator’s report found that Chief Horn’s on-air statements that two non-Native individuals were partners in a local business and that they were taking advantage of a community member’s tax exemption status were inaccurate. Although the investigator’s report recommended that no Act of Censure be passed against Chief Horn, as per section 5.6 of the Disciplinary Measures Regulations such recommendations are not binding on Chief & Council.
At a duly convened meeting of Chief & Council on Friday, 21 Kenténha/October 2011 a secret ballot vote was held and it was unanimously voted that an Act of Censure be passed against Chief Horn.
The Act of Censure was in the form of a disciplinary letter which informed Chief Horn that the making of unsubstantiated allegations is unacceptable behavior and conduct unbecoming of an elected Chief of the Mohawk Council of Kahnawà:ke.
