MCK issues update re: Quebec Health Contribution Plan fee

The Mohawk Council of Kahnawà:ke (MCK) would like to update Kahnawa’kehró:non regarding new information on Quebec’s Health Contribution Plan (a $100 annual fee to help the province cover provincial Medicare costs).

The MCK has clarified and confirmed that community members who derive their income entirely from within the Territory do not have to pay the $100 fee. Further, those who earn less than $14,000 off-reserve annually or have less than that amount in off-reserve holdings will not be affected. Community members who meet the above criteria and have already paid the fee are being assured that Revenue Quebec is expected to announce a refund process shortly.

The MCK has also learned that, at this time, the Plan will affect those who earn over $14,000 annually off-reserve or who may have money that is being held off-reserve.

The MCK is continuing to address this issue with Revenue Quebec. So far, these efforts have been unsuccessful in combatting the province’s position that such off-reserve income is taxable. The province believes that this allows them to assess the fee to those in the above positions.    

Those affected are most likely to receive a letter from Revenue Quebec.
