Purpose:

To administer and contribute to the development of a comprehensive process for certification of workers and contractors on the Territory, including a collaborative relationship with Québec Labor Institutions to facilitate the integration of Kahnawà:ke workers and contractors wishing to enter the construction industry outside the Territory.

Roles & Responsibilities:

To administer the Construction Certification Programs under the authority of the KLO.

  • Administers the Kahnawà:ke Trades Certification Program (KTCP), including implementing the necessary processes and procedures required of the program.
  • Assists in the Development of the criteria and processes for qualifying/certifying workers’ and contractors’ competency.
  • Implements the continued amalgamation of the Kahnawà:ke Trades Qualifications Program (KTQP) and the Kahnawà:ke Labor Office Competency Program (KLOCP) into the KTCP.
  • Researches, analyzes, and assesses the technical qualifications and certifications for all applications made by community members.
  • Recommends the Qualification and Certification of Contractors and Workers.
  • Inspects the job site to ensure the credentials of contractors and workers.
  • Administers KLO Construction Training Programs.

To assist in the integration of Kahnawà:ke workers and contractors entering the construction industry outside the Territory and support the efforts of the Workforce Mobility Initiative.

  • Administer a coordinated training process with Quebec for Kahnawà:ke workers and contractors seeking Quebec certifications and /or licenses.
  • Work with Quebec Institutions CNESST developing training opportunities.
  • Maintain a Comparative Analysis of both Kahnawà:ke and Quebec Regimes.
  • Contractor administers a coordinated process with the CNESST and the Unions when a Kahnawà:ke contractor applies the Québec equivalence of the Fair Wage Agreement as per the choice of the worker, including the choice to join or not to join a union.
  • Assist individual Kahnawà:ke workers or contractors looking to obtain a CCQ certification or RBQ license.

To participate in Communications and Education initiatives to the community

  • Develop, maintain, and publish a listing of trades and types of contractors required in Kahnawà:ke.
  • Publish the criteria for qualifying/certifying contractors’ competency.
  • Inform the community of the processes governed by Quebec.
  • Inform the community of the comparison between the qualifications/competency criteria and processes of both Kahnawà:ke and Quebec.
  • Inform the community of Quebec training opportunities.

To assist in operation, planning, and development of the program

  • Recommends and provides input to Policy changes/improvements.
  • Assists in the development of a Kahnawà:ke Labor Law.

Education & Experience:

  • DECor DEP in related field plus two (2) years relevant experience.
  • OR High School Diploma, plus five (5) years relevant experience.

    Knowledge, Skills, Abilities:

    • Knowledge of the Construction Industry in Kahnawà:ke including the trades and types of contractors prevalent in the community.
    • Ability to assess, verify, and validate qualifications against industry standards.
    • Knowledge of Systems Approach Training.
    • Knowledge of the Quebec Construction Regime, including relevant Quebec Laws, Labor Relations, and rules governing access to the Construction Industry in Quebec.
    • Knowledge of the Kahnawà:ke Fair Wage Agreement Process.
    • Ability to write Funding Proposals and Reports.
    • Knowledge of MCK policies, programs, administration, and operational procedures.
    • Knowledge of provincial and federal government structures, regulations and procedures, and how they interact with each other.
    • General knowledge of accounting techniques are required.
    • Written and oral communication.
    • Sound knowledge of databases, Word, Excel and the ability to learn various computer programs.
    • Demonstrates professionalism, discretion, and courtesy when interacting with internal and external clients, fostering positive and respectful working relationships.
    • Maintains confidentiality.
    • Adhere to the MCK Policies and Kanien’kéha Language initiatives.
    • Ability to communicate in the Kanien’kéha and French languages is an asset.
    • The willingness to learn the Kanien’kéha language.

    Working Environment:

    • Five-day work week is performed in an office environment.
    • Moderate stress due to workload.
