Purpose:

The Public Safety Inspector supports community safety by inspecting buildings, properties, lands, public spaces, and community facilities in Kahnawà:ke for conditions that may present a hazard or public safety concern. The position applies the Public Safety Laws, policy, procedures, and related Public Safety requirements, with a focus on inspection, documentation, education, follow-up, and referral of enforcement matters as required.

Roles & Responsibilities:

To conduct community and public safety inspections under Public Safety Laws.

  • Applies and enforces the Public Safety Laws and related Public Safety requirements within the scope of the position.
  • Conducts inspections of buildings, properties, lands, public areas and community facilities in response to complaints, referrals, observed conditions and scheduled inspection activities.
  • Identifies hazardous structures, unsafe premises, unsanitary conditions, debris, nuisance conditions or other matters that may affect community health, safety or use of public spaces.
  • Prepares orders, inspection notes, photographs, reports, notices, recommendations and supporting documentation for review and follow-up.
  • Explains compliance requirements to property owners, occupants, organizations and community members in a respectful and clear manner.
  • Conducts follow-up inspections to verify whether corrective actions have been completed or whether further action should be recommended.
  • Acts as the main point of contact between the Public Safety Division and the property owner, occupant, organization, contractor or other responsible party regarding reported or identified unsafe conditions, required corrective actions and follow-up requirements.

To conduct inspections of all community facilities, parks, and public/private areas.

  • Performs regular inspections on all community facilities, parks, and public/private areas;
  • Determines when and where inspections are required, including inspections in response to reported unsafe conditions, complaints, or referrals, as well as scheduled or random inspections when appropriate.
  • Verbally informs responsible parties of any unsafe existing conditions at a facility and follows up with a written report; of any unsafe conditions which may affect public safety during usage of the facility and follows up with a written report.
  • To take action, in accordance with safety codes and laws, on the corrective measures required and assign deadlines.
  • To determine the contents of inspection reports; identify, document, and communicate hazardous, unsafe, unsanitary, or nuisance conditions that may affect community safety.
  • Acts on complaints of high-risk areas, which may have an effect on safety.

To provide compliance support, documentation and public education for community safety matters.

  • Issues or recommends compliance notices, orders, warnings, and corrective action timelines in accordance with applicable Public Safety Laws and internal procedures.
  • Monitors compliance with timelines and conducts follow-up with responsible parties to support timely correction of hazardous or unsafe conditions.
  • Collects and organizes inspection evidence, including notes, photographs, correspondence, and records required for review, escalation, or enforcement recommendations.
  • Recommends enforcement action to the appropriate authority when voluntary compliance is not achieved or when an immediate public safety concern exists.
  • Provides public education and guidance on the purpose of the Public Safety Laws and related community safety requirements.
  • Participates in various meetings, briefings, committees, sub-committees and workshops as directed.
  • Utilizes discretion and judgment on the distribution of information and the sensitivity of issues.

Education & Experience:

  • DEC in Safety or replated discipline, plus one (1) year relevant experience.

OR

  • High School Diploma, plus five (5) years relevant experience.

Knowledge, Skills, Abilities:

  • Knowledge of Public Safety Division laws.
  • Ability to identify and document hazardous structures, unsafe premises, and other community safety concerns.
  • Possession of a valid Driver’s License is a requirement.
  • Knowledge of general office procedures and practices.
  • Knowledge of services and safety programs offered by the Mohawk Council of Kahnawake, safety codes, regulations, and standards.
  • Understanding of the rules, regulations and procedures of the Public Safety Division.
  • Oral and written communication and computer skills.
  • Inspection skills and techniques.
  • Sound judgment, ability to take initiative, and apply various problem-solving techniques.
  • Adhere to the MCK Policies and Kanien’kéha Language initiatives.
  • Ability to communicate in the Kanien’kéha and French languages is an asset.
  • The willingness to learn the Kanien’kéha language.

Working Environment:

  • Five-day work week is performed in an office environment as well as field inspections within the community.
  • A flexible work schedule (weekend and night) is required depending on inspection requirements.
  • Occasional overtime may be required in order to meet the inspection needs in the community.
  • Moderate stress due to workload.
  • Ability to exercise flexibility to attend to crisis and emergencies.
  • Moderate travel.

Orange Shirt Day office closure

The Mohawk Council of Kahnawà:ke (MCK) would like to inform the community that all its administrative offices will be closed for Orange Shirt Day on Wednesday, September 30th.

Regular household Recycling pickup service and Compost collection will continue as usual. Please have your bins curbside by 7am. The Transfer Depot will be closed.

As the Town Garage will be closed, all cardboard drop-offs will be postponed to Thursday, October 1st.

All essential services will remain in operation. Regular business hours will resume on Thursday, October 1st, at 8:30am.
