This letter authorizes the Jacques Cartier and Champlain Bridges Incorporated (JCCBI) and Stantec to conduct a site visit and assessment of waterflow and obstructions to fish migration from the Seaway to the Basin, located East of the Mercier Bridge. A biologist will also be conducting an inventory of plants, take measurements of water levels and photographs, Friday October 3, 2025, from 7am until 7pm.
