Purpose:

Is responsible for providing technical and engineering support in the field of infrastructure design and construction, project management and quality control.  

Roles & Responsibilities:

To provide engineering expertise to the MCK organization.  

  • Writes technical reports, project proposals and conducts feasibility studies for Capital projects. Some research may be necessary to complete these reports.  
  • Analyzes and edits technical reports and feasibility studies. Analyzes, summarizes, and explains external reports from engineering consultants or other agencies. Identify the most cost-effective alternative from these reports.  
  • Carries out vertical control surveys for the transfer of reference benchmarks, road elevations, and water, sewer, and drainage pipe elevations.  
  • Executes horizontal surveys necessary for Capital construction projects.  
  • Calculates and draws subdivisions of properties for land exchange, infrastructure construction or road construction.  
  • Performs calculations for estimates of quantities of work or material required on projects or technical calculations for the sizing of mechanical or electrical equipment.  
  • Maintains and provides a record of as-built locations and elevations of completed construction project elements.  
  • Produces final as-built drawing for the completed project.  
  • Knows current accepted procedure and specifications for water and sewer installation for urban and rural applications.  
  • Ensures that water, sewer and drainage pipes and roads are installed according to the engineering plans for the project.  
  • Verify the design with existing conditions on site and make changes if needed, subject to approval by the Engineer.  
  • Records daily progress and activities on construction projects, such as: excavation quantities, machine time and linear feet of pipe installed, asphalt measurements and concrete curb measurements.  
  • Develops and compiles public tenders and contract documents.  
  • Performs technical analysis of public tenders submitted.  
  • Assist any MCK Unit, community member or organization in Kahnawà:ke, with the Immediate Supervisor’s approval that requires technical assistance for the implementation of their projects.  
  • Attends and participates in meetings with committees that may need engineering or project management assistance for their projects.  
  • Conveys information to the public through bulletins or notices of emergencies (flooding, water breaks, etc.) and projects that affect the community.

To act as project manager and provide technical supervision.  

  • Ensures that the Capital project’s engineering plans and schedules are followed correctly in the field.  
  • Manages all types of projects undertaken by Capital Unit.  
  • Coordinates and directs the activities required from different suppliers of services to realize a capital project.  
  • Procures the materials necessary for a project.  
  • Communicates with these suppliers to obtain the planned completion date or delivery date.  
  • Plans and schedules the projects undertaken by Capital Unit.  
  • Prepares estimates for the time required to perform projects or their component tasks and the resources to complete the project.  
  • Track progress, assess problems and provide solutions.  
  • Evaluates and reviews the overall effectiveness of the project management.  
  • Ensures that projects are completed within the forecasted budgets and timelines.  
  • Tracks the progress and costs for projects and writes progress reports including costs to date.  
  • Determines the technical feasibility of a project based upon a preliminary concept.  
  • Determines the scope of work and identify the specific resources required to accomplish goals of the Capital Projects.  
  • Determines the proper implementation method of such projects.  
  • Determines the technically superior bid in a public tendering process and makes recommendations to the selection committee on the validity of the bid.  
  • Determines if special resources may be needed to assist construction where conditions warrant.  
  • Determine the estimated time and cost for these special resources.

Education & Experience:

  • Bachelor’s degree in engineering (or presently enrolled in such a program), plus one (1) year relevant experience.   

OR   

  • DEC in Civil Engineering Technology (or presently enrolled in such a program), plus three (3) years relevant experience.   

OR   

  • High School Diploma, plus five (5) years relevant experience.

Knowledge, Skills, Abilities:

  • A sound knowledge of the principles and practices related to project development, planning, and management in relation to the civil engineering field.   
  • Competent in the use of the surveying instruments on a construction site; namely the optical construction level and the geodetic total station.  
  • Construction drawing reading.  
  • Basic AutoCAD or other computer drafting skills are required.  
  • Computer skills with word processor and spreadsheet software are necessary to present reports and estimates.  
  • A firm background in math is necessary.  
  • The ability to write technical reports and perform construction cost estimates is essential.  
  • Sound written and oral communication skills are essential.  
  • Conducts business with internal and external clients in a tactful, discreet, and courteous manner.  
  • Maintains confidentiality.  
  • Adhere to the MCK Administration Manual-Personnel Policy and Kanien’kéha Language initiatives.  
  • Ability to communicate in the Kanien’kéha and French languages is an asset.  
  • The willingness to learn the Kanien’kéha language.

Working Environment:

  • Five-day work week and in an indoor and outdoor environment.  
  • Moderate stress due to workload.
