Purpose:

Governs, oversees, and directs the administrative units and functions within the Mohawk Council of Kahnawà:ke (MCK). Ensures standards and systems of management are in place by overseeing the process of operational planning, including but not limited to the development of strategies, standards, policy and procedures, and roles and responsibilities in adherence to Council delegated unit mandates for Administrative Services, Human Resources, Information Management, and Organizational Development.  

Ensures proper planning, implementation, management, and control over all administrative unit-related activities with the goal of providing high-quality services and ensuring business continuity throughout the organization. Communicates with various groups and units to ensure alignment of vision and goals. 

Roles & Responsibilities:

Ensures the development and administration of the management systems for the Administrative Services, Human Resources, Information Management, and Organizational Development units. 

  • Ensures strategies and plans are set, implemented, monitored, and reported. 
  • Establishes and issues policies, directives, and guidelines. 
  • Establishes and issues standards and controls. 
  • Ensures decisions, activities, expenditures, and management practices comply with policies, including the Executive Limitations Policy, and takes corrective measures as required. 
  • In collaboration with directors, identifies key financial and operational risks and ensures appropriate mitigation plans are in place. 
  • Provides information, advice, and guidance to stakeholders during the development, revision, and implementation of policies and standards. 
  • Guides the development of functions, structures, and systems, ensuring appropriate alignments throughout. 
  • Advises and seeks approval from the Executive Office, the Finance, Administration, and Operations Committee, and the Council of Chiefs as appropriate. 

Governs the Administrative Services, Information Management, Human Resources, and Organizational Development Units. 

  • Determines the decision-making, oversight, and compliance frameworks. 
  • Ensures alignment with the community shared vision, comprehensive community plan, and the MCK vision, mission, political priorities, and strategic plan. 
  • Determines and delegates authority and responsibility as required. 

Provides executive leadership and governance for the organization. 

  • Contributes to the leadership and governance of the organization as a key member of the executive team. 
  • Contributes to the development and implementation of the MCK Vision, Mission, Values, and Strategic Plan. 
  • Demonstrates the MCK values when communicating with employees and other stakeholders. 
  • Acts as a designated stand-in for other members of the executive team during short-term absences, such as vacations, as required. 
  • Provides preliminary budget approvals for relevant units, considering organizational feasibility, sustainability, and responsibility. 
  • Participates in various portfolios, committees, and working groups as assigned.

Provides leadership to the team. 

  • Manages the human resources requirements of direct reports (hiring, performance management, training, succession planning, time sheets, etc.). 
  • Provides coaching and mentoring, sets and measures performance indicators, and fosters growth and learning. 
  • Ensures effective communication and collaboration among team members by fostering cooperation and promoting ownership to achieve results. 
  • Delegates appropriately to unit leadership for policies, projects, procedures, and operational matters and ensures that issues are brought forth in a cohesive manner to the Executive Team and the Council of Chiefs. 
  • Provides strategic oversight and leadership for major projects, ensuring projects align with organizational goals and priorities, progress is monitored, resources are allocated effectively, key milestones are met, and timely reporting is carried out. 
  • Meets regularly with the team to discuss strategic and operational plans and track, measure, and document progress. 
  • Leads organizational change initiatives and models the values, behaviors, and leadership practices that support a positive, high-performing, and accountable workplace culture. 

Education & Experience:

  • Master’s Degree in Business Administration with a concentration in Management, plus three (3) years relevant experience. 

OR 

  • Bachelor’s Degree in Commerce, Business Administration, Public Administration, or related field plus five (5) years relevant experience.

  • Knowledge of information technology, data management and governance, and records management.

  • Knowledge of MCK policies and procedures, an asset. 
  • Conducts business with internal and external clients in a tactful, discreet, and courteous manner. 
  • Maintains confidentiality. 
  • Adheres to the MCK Administration Manual-Personnel Policy and Kanien’kéha Language initiatives. 
  • Ability to communicate in the Kanien’kéha and French languages is an asset. 
  • The willingness to learn the Kanien’kéha language. 

Working Environment:

  • Occasional overtime may be required. 
  • Five-day work week and normal and/or virtual office environment. 
  • Moderate travel. 
  • Maintains a flexible work schedule to meet the demands of the Executive Office. 
  • Works in a fast-paced, high-demand environment requiring the ability to manage competing priorities, meet deadlines, and maintain productivity while delivering high-quality results.
