Purpose:
Provides strategic leadership, oversight, and direction for all waste management services, including collection, disposal, recycling, organics, environmental compliance, education, and long-term planning. The role ensures effective service delivery, regulatory compliance, sustainable practices, and continuous improvement while supporting the health, safety, and environmental well-being of the community.
Roles & Responsibilities:
Strategic leadership and operational oversight
- Develop and implement long-term strategies, plans, and policies to support sustainable and efficient waste management operations.
- Provide strategic advice to the supervisor and senior leadership on waste management issues, risks, and opportunities.
- Lead initiatives to improve environmental performance, service delivery, and resource optimization.
- Oversee capital planning, long-term asset management, and infrastructure improvement projects within the Waste Management Department (WMD).
- Direct and manage the full scope of waste management services, including collection, disposal, transfer station operations, recycling programs, hazardous waste handling, and compost site management.
- Ensure services are delivered safely, efficiently, and in accordance with regulatory, environmental, and organizational standards.
- Oversee operational policies, procedures, work standards, and quality control measures.
- Identify opportunities to enhance operational efficiency, environmental sustainability, and service quality.
- Lead projects to modernize waste management operations, including technology upgrades and new service models.
- Stay informed of emerging trends, technologies, and legislation in the waste management industry.
- Responsible for calculating the reimbursement allowed for each waste management service provided (e.g., recyclables collection and transportation, quality controls, awareness activities, etc.).
- Declare the amount of expenses regarding recyclables collection and transportation, and provide weight reports to external government entities.
- Report to EEQ on the customer service requests, on-site quality controls, contamination rate, and awareness and education activities realized.
- Plan the adjustment of the recyclables collection frequency as required, assisted by the Operations Foreman and Public Information Coordinator.
Stakeholder relations and communication
- Represents the WMD for external communications as required
- Oversee the preparation and delivery of departmental year-end communications and community consultation materials, with assistance from the Public Information Coordinator.
- Provide final review and approval of the annual communications plan and educational materials produced by the Public Information Coordinator.
- Review and approve educational campaigns, awareness information, and public service announcements prepared by the Public Information Coordinator.
- Ensure the Public Information Coordinator is following Public Relations Unit Policies for community communication and engagement.
Leadership and administrative management of Waste Management Department
- Lead, motivate, and develop team members to meet performance standards, and foster a positive work environment.
- Provide regular feedback, coaching, and performance evaluations.
- Recruit, onboard, and train new staff members as needed.
- Plan, coordinate, and oversee daily departmental activities to ensure service quality and efficiency.
- Develop, implement, and monitor processes, procedures, and standards.
- Ensure compliance with all applicable regulations, policies, and safety standards.
- Contribute to departmental and organizational strategic plans.
- Analyze operational performance and implement improvements.
- Plan and manage budgets, track expenditures, and optimize resource allocation.
- Oversee procurement, contracts, and vendor relationships, ensuring compliance with policies and regulations.
- Maintain effective communication with employees, senior leadership, clients, and stakeholders.
- Work collaboratively across departments to support organizational goals.
- Prepare reports on performance metrics, trends, and outcomes.
- Use data to make informed decisions and improve results.
- Represent the organization at internal and external meetings or events.
- Ensure all operations comply with relevant environmental legislation, health and safety regulations, and community standards.
- Promote a strong safety culture and ensure staff receive the required training and equipment.
- Oversee incident reports, inspections, audits, and corrective action plans.
- Manage special projects and initiatives as assigned.
Education & Experience:
- Bachelor’s Degree in Business Administration plus one (1) year relevant experience OR
- DEC or Certificate in Office Management, plus three (3) years relevant experience OR
- High School Diploma, plus five (5) years relevant experience.

Working Environment:
- Five-day work week is performed in an office and outdoor environment.
