Purpose:
Provides Land Management services to the community of Kahnawà:ke.
Roles & Responsibilities:
To carry out Land Management related services:
- Provides assistance to community members to develop options for agreements of division.
- Carries out research and verifies parcel history of landownership as requested.
- Consults with various departments/stakeholders and various Government agencies to conduct research.
- Confirms with community members the land transaction request.
- Compiles/Completes all research in preparation for transfers of land and estate transfers.
- Finalizes transfers of land and estate transfers for registration to ISC.
- Provides clients with information on policies, procedures, and land-related services.
- Maintains up-to-date records of all communications with clientele.
- Conducts site visits with Land Allotment Applicants selecting their Lots, ensuring details of the Acknowledgement of Infrastructure form are explained and signatures of understanding are acquired.
- Obtains signatures for any/all waivers that may be required.
- Assists community members with the reading and interpretation of maps, sketches & C.L.S.R. Plans.
- Prepares preliminary sketches, showing subdivisions of land based on the requests of clients.
Conducts site inspections:
- Ensures a site inspection is scheduled and work is performed, as well as any necessary follow-up.
- Maintains a database of all site inspections conducted, ensuring all relevant information is documented.
- Assists KEPO with preliminary Environment Site Assessment (ESA) Phase 1 when acquiring land or conducting fieldwork.
- Prepares detailed site inspection reports.
- Ensures proper departments are notified of any issues.
To prepare, consult, and seek, approval for all legal survey mandates:
- Based on research and assessments conducted for subdivisions of lands, conducts consultation to determine the available options for producing a sketch for a CLSR plan.
- Submits requests for cost estimates to legal surveyors.
- Ensures the terms of each legal survey are reflected in the Legal Survey Contract Agreement issued by the Mohawk Council.
- Keeps detailed files on all survey contracts and provides regular status reports.
- Ensures legal surveyors working on the Territory have the appropriate authorizations.
- Meets with clients to obtain approvals on producing sketches and approvals of preliminary plans for a legal survey.
- Processes requests for services related to the subdivision of lands upon receipt, ensuring all information is accurate.
- Ensures that proper approvals received from all participants are adhered to.
To provide technical support to Land Management:
- Provides information and assistance to MCK departments and the general public as required.
- Produces any/all mapping products for the various land committees and clients.
- Assists the Land Allotment Administrator with daily activities when necessary.
- Participates in planning sessions, strategic planning meetings, and will also attend conferences and workshops as a subject matter expert.
- May participate in community consultation related to the management of lands and communication initiatives.
- Develops work plans to ensure GIS functions are established related to mapping data.
- Conducts research to produce information packages for the Land Management Committee.
Education & Experience:
- DEP in Residential and Commercial Drafting or related field, plus one (1) year relevant experience OR
- High School Diploma, plus three (3) years relevant experience in land evaluations, land appraisals, or related field work.
Knowledge, Skills & Abilities:
- Understanding and ability to apply basic principles of algebra, geometry, and trigonometry.
- Excellent knowledge of computer skills (Word, Excel, PowerPoint).
- Excellent knowledge of computer software applications (AUTOCAD, ArcGIS, etc.).
- Excellent verbal and written communication skills, and must be adept at performing research.
- Willingness to take any necessary Land Management-related training courses or programs, including the Federal Land Management Training Program.
- Understanding of our community’s land-related issues.
- Understanding of Kahnawà:ke Land Management practices, policies, programs, and procedures.
- Sound skills in conducting land inspections, appraisals, and environmental site assessments (Phase 1).
- Knowledge of general infrastructure practices.
- Able to interpret CLSR/RSQ plans and maps.
- Demonstrates professionalism, discretion, and courtesy when interacting with internal and external clients, fostering positive and respectful working relationships.
- Maintains confidentiality.
- Adhere to MCK Employment Policies and Kanien’kéha Language initiatives.
- Ability to communicate in the Kanien’kéha and French languages is an asset.
- The willingness to learn the Kanien’kéha language.
Working Environment:
- Five-day work week (8:30 a.m. to 4:00 p.m.) is performed in an office environment.
- Moderate stress due to workload.
- Occasional overtime.
