Purpose:
The Director of Kahnawà:ke Legislative Services (KLS) provides leadership and operational oversight to KLS to ensure independence, integrity, and full functioning of the Kahnawà:ke legislative system. Under the governance oversight of the KLC and the administrative oversight of the Executive Director of MCK, the Director leads in supporting the development, amendment, enactment, and repeal of laws and regulations through the Community Decision Making and Review Process (CDMRP).
The Director ensures legislative sustainability and fosters effective relationships with internal and external partners. The Director collaborates with the KLC in strategic planning and resourcing and ensures transparent communication with the KLC, Ratitsénhaienhs, and community stakeholders.
Roles & Responsibilities:
Leadership of KLS
- Ensure KLS Mandate is carried out.
- Report to KLC on the status and functioning of the legislative process.
- Ensure policies, procedures, and systems align with community and KLC direction.
- Develop and implement strategic plans and processes related to CDMRP.
- Establish and uphold professional standards for policy research and analysis.
- Ensure KLS operations safeguard the independence and integrity of the Legislative System.
- Lead recruitment, contracting, onboarding, performance management, and professional development for the KLS team; collaborate with MCK Legal Services as appropriate regarding KLS Legal Counsel’s performance.
Manage budgets, forecasts, and resource allocations that sustain the legislative system over time.
Legislative Development and CDMRP Oversight
- Oversee KLS support for all CDMRP stages related to legislative drafting and development, including planning, scheduling, facilitation support, and tracking of progress toward enactment.
- Ensure KLS Legal Counsel conducts and presents legal research on existing and applicable policies and prepares all required briefing materials and reports.
Ensure the CDMRP remains current, effective, and aligned with Kahnawà:ke values; recommend improvements to KLC.
Records, Quality & Compliance
- Ensure authoritative record-keeping of all Kahnawà:ke laws and regulations in collaboration with KLS Legal Counsel.
Ensure compliance with KLC policies and MCK administrative requirements.
Partnerships, Engagement & Communication
- Serve as the primary representative of KLS to internal and external stakeholders.
Foster collaborative relationships with KLC, MCK Ratitsénhaienhs, MCK Units, community organizations, and relevant First Nations partners.
Education & Experience:
Bachelor’s degree in Business Administration or a related field and five (5) years of experience, including senior leadership responsibility.
OR
- Diploma of College Studies (DEC) in Business Administration and Management or a related field and seven (7) years of experience, including senior leadership responsibility.
A master’s degree is considered an asset.
Knowledge, Skills, Abilities:
Knowledge of fundamental elements of the KLC’s and KLS’ mandates, Administration Procedural Manual and Community Decision Making Process (KLS Administration Manual), MCK policies, administration, and operational procedures is an asset
- Knowledge of KLS, resources, Kahnawà:ke Laws, and the Legislative Process
- Knowledge of MCK and community policies, initiatives, and directives
- Thorough understanding of the issues facing Kahnawà:ke’s and the KLC’s present and future needs
- Knowledge of external government structures, agencies, their policies, as well as First Nations organizations, institutions, and initiatives
- Knowledge of federal and provincial laws of general application as it applies to Kahnawà:ke
- General knowledge and understanding of modern democratic governance structures
- Sound knowledge of financial control systems, accounting principles, and budgeting
- Strong supervisory, program/project management, and computer skills
- Excellent oral and written communication and analytical ability
- Motivational skills, team management, and the ability to build and sustain a culture of collaboration
- Well-organized and capable of functioning independently.
- Ability to take initiative, use sound judgement, and apply various problem-solving techniques

- Proficiency in MS365 Suite and the use of web-based applications for research, communication, and collaboration

- Adhere to the MCK Administration Manual-Personnel Policy and Kanien’kéha Language initiatives
- Ability to communicate fluently in English is required; ability to communicate in the Kanien’kéha and French languages is an asset
- The willingness to learn the Kanien’kéha language.
