Purpose:
The Manager of Public Safety Services is responsible for the planning, coordination, and oversight of non-policing functions, including public safety law enforcement, regulatory compliance of animal control, public safety inspections, occupational health and safety (OHS) inspections, and any other public safety-related services across the Territory.
The position ensures the delivery of all activities in alignment with Mohawk Council of Kahnawà:ke (MCK) laws, regulations, and cultural values, and that actions are consistent, fair, and procedurally sound. The Manager plays a key role in integrating activities across other MCK units with compliance functions, building a unified framework that strengthens community safety and regulatory compliance.
Roles & Responsibilities:
Public Safety Operations
- Advise the Director of Public Safety on the development of policies, operational guidelines, and compliance strategies.
- Recommend updates to Kahnawà:ke Public Safety laws, regulations, and enforcement protocols to ensure they are current, enforceable, and culturally relevant.
- Coordinate joint enforcement operations with the Kahnawake Peacekeepers when matters intersect with policing responsibilities.
- Act as the central contact for enforcement-related complaints, escalations, and resolution processes.
- Works in collaboration with the court of Kahnawà:ke and the Kahnawà:ke prosecutor for ongoing files
- Maintain accurate enforcement records and generate timely reports for the Director of Public Safety and the Executive Operations Officer.
- Maintain strong lateral working relationships with the Manager of Emergency Management for coordinated enforcement and support services during emergencies, evacuations, and public safety events.
- Collaborate with other MCK units (e.g., KEPO, Capital, Housing, KLO, etc.) to develop a standardized enforcement and compliance framework across the organization.
- Oversee investigations, ticketing, prosecutions, and compliance initiatives.
- Ensure enforcement, including Animal Control, PSD & OHS inspectors, are trained, equipped, and supported to perform their duties safely and effectively.
- Lead proactive risk and harm reduction programs related to core service mandates.
- Ensure operational continuity of the Public Safety Division during the Director’s absence, as needed.
Leadership and management of Public Safety staff
- Lead, motivate, and develop team members to meet performance standards, and foster a positive work environment.
- Provide regular feedback, coaching, and performance evaluations.
- Recruit, onboard, and train new staff members as needed.
- Plan, coordinate, and oversee daily departmental activities to ensure service quality and efficiency.
- Develop, implement, and monitor processes, procedures, and standards.
- Ensure compliance with all applicable regulations, policies, and safety standards.
- Contribute to departmental and organizational strategic plans.
- Analyze operational performance and implement improvements.
- Manage budgets, track expenditures, and optimize resource allocation.
- Maintain effective communication with employees, senior leadership, clients, and stakeholders.
- Work collaboratively across departments to support organizational goals.
- Prepare reports on performance metrics, trends, and outcomes.
- Use data to make informed decisions and improve results.
- Represent the organization at internal and external meetings or events.
- Manage special projects and initiatives as assigned.
Education & Experience:
- Post-secondary education in law enforcement, public safety, regulatory compliance, or a related field AND
- Minimum 5 years of progressive experience in enforcement, public safety, or regulatory services, with at least 3 years in a supervisory role.
In-depth knowledge of MCK laws, regulations, and procedures is an asset.

- Ability to communicate in the Kanien’kéha and French languages is an asset.
- The willingness to learn the Kanien’kéha language.
Working Environment:
- Five-day work week is performed in an office environment.
- Moderate to high stress due to the nature of work.
- Occasional overtime.
